  • 58.In order to enhance(提高) road safety, the Wenzhou traffic police made new rules. On Jan 14,they began fining those who lower their heads to read smartphones while crossing the road.
Smartphones are an increasingly(漸漸地) common cause of traffic accidents.According to data from the World Health Organization, more than 270,000 pedestrians worldwide die from traffic accidents each year, and a major reason is that they are distracted by his or her smartphone.
It is definitely necessary to prevent people from using their smartphones while crossing roads. The traffic offices around the county have done much work in the past.In Xi'an,some shops even co-arranged a special lane for "smartphone addicts(有癮的人)",which had clear signs on the road that help them to see clearly even with their heads lower, but these do not solve the problem.
The new rule in Wenzhou offers some food for thought. The fine, which is not high,is not for punishing(懲罰) people. It's more like a wakeup call.By fining those who are using smartphones while crossing roads, the new rule will teach them a lesson that they won't forget.Let's hope the new rule in Wenzhou will help to solve the problem.

(2)What is causing more and more traffic accidents? (Within 6 words)
